Our Executive DirectorCaitlin was appointed as the Executive Director for MNCHA in December 2021. Caitlin is a senior healthcare executive and a Registered Nurse who has developed a deep knowledge of home care and community-based services after more than a decade of overseeing successful and profitable organizations in the DC metro region. She has transdisciplinary expertise across business, operational, clinical, and regulatory environments. Caitlin has led the growth and operations of two large regional home care companies as Administrator and Director of Clinical Services. During her tenure at Capital City Nurses Healthcare Services, she helped the company double its topline revenue in three years and expand its service area into two new states. Caitlin also created and implemented the Caregiver Academy, an industry-leading nurse paraprofessional training and retention program. Most recently while at Lifematters, Caitlin was responsible for creating a tiered service delivery model, reinforcing facility-based partnerships through the company’s Flex Care Program, and ensuring coordinated care for complex skilled patients. She also directed a 16-month license transition project that included the award of a Certificate of Need in the District of Columbia. In between her private sector roles, in 2017 Caitlin joined the District of Columbia Department of Health as a supervisor in the Health Regulation and Licensing Administration. In this role, Caitlin was responsible for evaluating the programmatic content and effectiveness of five community-based healthcare programs, which included Home Care Agencies, Nurse Staffing Agencies, and Assisted Living Residences (ALRs). As a public health professional, Caitlin performed impactful project work involving diverse stakeholder groups that: implemented rulemaking for the ALR program; created a new license category for non-medical Home Support Agencies; and formed public-private partnerships to further the development of Affordable Assisted Living Communities to address the housing shortage among the District’s low-income seniors. Caitlin also served as the Director’s appointee to Mayor Bowser’s Age-Friendly DC initiative for the Community Support & Health Services Domain. Under the strategic direction of the MNCHA Board of Directors, Caitlin looks forward to leading the Association into its future at the intersection of home and community-based services. chouck@mncha.org |
